A message dated September 5, 2007, was received stating the                                                                     
Governor read the following resolution and is transmitting the                                                                  
engrossed and enrolled copies to the Lieutenant Governor's office for                                                           
permanent filing:                                                                                                               
                                                                                                                                
     HOUSE JOINT RESOLUTION NO. 23                                                                                              
     Supporting the reuse of facilities at the Galena Air Base to provide
